Support to Reform and Innovate Vietnam Social Assistance Programmes
The focus of reform is to strengthen the social assistance service delivery system by reducing the fragmentation of services, improving targeting through building a strong database on recipients, and adopting more efficient delivery mechanisms. Particular emphasis is placed on ensuring that poor children get the assistance needed to help achieve their full potential and hence break the intergenerational transmission of poverty. The Vietnam Social Assistance System Strengthening Project (SASSP) was recently launched, with the goal of developing and piloting innovations in management and service delivery in four provinces in north, central and southern Vietnam as a first step towards nationwide implementation. Deputy PM Hue works with Finance Ministry, Vietnam Social Security
NDO – Politburo member and Deputy Prime Minister Vuong Dinh Hue hold separate working sessions with the Ministry of Finance (MoF) and Vietnam Social Security (VSS) in Hanoi on June 8. At the meeting with MoF on the draft Law on Management and Use of Public Property, the government official urged the ministry to clarify the name and scope of regulations under the law. In addition to public property as natural resources, the law should clear up the identification of assets invested and managed by the State, or handed over to other units. For regulations related to the duties, powers and responsibilities of State agencies to public property, Deputy PM Hue suggested defining the rights and responsibilities of the National Assembly, the Government, the Prime Minister and the heads of relevant units towards strengthening autonomy.
