900 vehicles fined for breaching 3-minute stop rule at Tan Son Nhat Airport
Drivers who ignored a sign saying they are only allowed to halt no more than three minutes for passenger pick-up and drop-off in front of terminals in Tan Son Nhat International Airport have been dealt a tough hand. While ‘no parking’ signs are erected along the street in front of the terminals inside the airport, the regulation has been relaxed, with drivers now given three minutes of stopping there for picking up passengers or dropping them off. “The regulation aims to help reduce congestion at the airport during this peak time of Lunar New Year, or Tet,” said Pham Le Lam, deputy head of the inspectorate of the Ho Chi Minh City transport department. Drivers who breach the three-minute limit will be subject to a VND350,000 (US$15.5) fine. Any vehicles found without the driver inside will be deemed illegal parking, thus receiving a fine of VND700,000 ($31). Thousands of cars, motorbikes and other vehicles which were confiscated or temporarily held by police in Hanoi for traffic violations are on the verge of turning into scrap metal. Vehicle importers required to have auto parts certificatesHung Le HCMC – In addition to vehicle type approval (VTA) certificates issued by authorities in exporting countries, enterprises must submit similar certificates for some auto parts when they import cars into Vietnam. The Ministry of Transport has issued Circular 03/2018/TT-BGTVT guiding the implementation of Government Decree 116 that tightens controls on quality, technical safety and environmental protection of imported autos. The circular, which will go into force from March 1, requires certified copies of certificates on types of tires, rearview mirrors, front lights and glasses issued by competent agencies or organizations. Decree 116 requires VTA certificates, thus making it tough for firms to import autos since January 1 as authorities in many countries do not issue such certificates. Therefore, auto enterprises need lax guidelines for the implementation of Decree 116. Hanoians flock to register vehicles In early March, the Ministry of Public Security issued a detailed version of Circular 11 which clarified that police are only allowed to ask about vehicle ownership when issuing registration plates, dealing with traffic accidents, criminal cases or confiscated vehicles after traffic violations. Major-general, Do Dinh Nghi, Deputy Chief of the Department for Administrative Management under the Ministry of Public Security said that, "The police are not allowed to stop vehicles at random for search for proof of ownership." Traffic violators that have their vehicles temporarily seized will still not be asked to give proof of ownership.
