Bon told Tuoi Tre Online this morning, February 13, that the specific date for resuming fee collection at the tollgate remains undecided since there are many issues remaining to be solved by the province. Nội Bài – Lào Cai Expressway, for example, is a VEC project that came into operation in 2014. As investment funds for construction are being finalised, the MoT said it was impossible for VEC to use the State budget to invest into the non-stop toll collection system on the expressway. VEC will have to seek private funding for the system. The residual State budget for this project has not been calculated. Previously, the MoT asked VEC to research investments in Nội Bài – Lào Cai Expressway’s non-stop toll collection system under a public-private partnership. Vietnam is on course to make electronic toll collection (ETC) technology available at all toll stations on its lifeline National Highway 1 by the end of 2018, as stipulated in a government plan. Radio-frequency identification (RFID) tags are now available on around 480,000 out of Vietnam’s three million cars, with authorities now hoping to tag all cars within this year. Out of 28 newly installed tollgates nationwide, 17 are already capable of ETC, which eliminates the delay on toll roads by collecting tolls cashless and without requiring cars to stop. ETC works by scanning the RFID tag on an approaching vehicle and debiting the driver’s account, which must be created and topped up in advance. The current ETC systems on Vietnam’s roads still require a barrier, which only lifts to allow a vehicle to pass if the driver has enough money in their account to pay for the toll fee. The Department of Transport is tasked with deciding on the start date of the toll collection test. Speaking to the Daily, Tran Quang Lam, director of the center, said when to test-run the toll booths has yet to be decided. In the pilot collection duration, staff members of the toll station will familiarize themselves with equipment to detect vehicles, check tickets, and open and close the barriers but they will not collect money, Lam stated.
