Lao Prime Minister Thongloun Sisoulith (Photo: VNA) Vientiane (VNA) – Lao Prime Minister Thongloun Sisoulith has asked the country’s Ministry of Home Affairs (MoHA) to take prompt action to streamline the apparatus of state organisations so as to improve the performance of officials and public employees. At a MoHA meeting on February 14, the PM said Laos currently has 184,871 public employees, accounting for 2.8 percent of the population. That excludes members of armed forces that consist of military, police, and local militia. As such, the rate of public employees in Laos is the second highest among the 10 members of the Association of Southeast Asian Nations (ASEAN), following Brunei. Residents benefit from non-state agencies’ administrative services
Viet Nam News HCM CITY — HCM City residents have better benefited from the faster administrative services provided by non-state agencies despites shortcomings from these administrative procedures. Nguyễn Đại Đồng from the HCM City Department of Transport’s Inspection Division said the Division has cooperated with the HCM City Postal Office for a pilot programme that allows traffic violators to pay fines athrough postal services. Violators can receive punishment notices and pay for fines at the Inspection Division (instead of paying fines at the treasury). Traffic violators can also pay the fines at through the postal services. Ha Noi and southern Dong Nai province came in second and third place, respectively, in the PAR Index of 63 centrally-run cities and provinces, while the central province of Quang Ngai reported the poorest administrative reform performance. The State Bank of Viet Nam (SBV) went on to take the lead regarding the PAR Index of 19 ministries and ministry-level agencies, followed by the Ministry of Information and Communications and the Ministry of Finance. Bird nest farming in Kiên Giang Province has boomed in recent years. - VNA/VNS Photo Lê Sen Organised by MARD, representatives of 11 provinces with bird nest operations met with officials from MARD and other agencies. Nguyễn Văn Trọng, deputy head of MARD’s Animal Husbandry Department, said bird nest businesses had been operating 2004, mainly in southern provinces and cities. According to preliminary statistics from the provinces, the country has 32 provinces with more than 4,280 birdhouses swift breeders, mostly in provinces in the Cửu Long (Mekong) Delta, southeast and central-coastal regions. “However, the bird’s nest business faces many shortcomings, especially in planning,” Trọng said. VSS General Director Nguyen Thi Minh gave an overview of developments, Vietnam was accelerating development of the roadmap for effective implementation of social security and health insurance policies. The country targets social security coverage for about 50 percent of the labor force, unemployment insurance for 35 percent of the labor force and health insurance for 90 percent of the population.
