High-tech park incentives under review
The country’s three high-tech parks still have plenty of space to fill for new projects. Photo: Le Toan Hoa Lac High-tech Park (HHTP) is now surrounded with complete infrastructure and favourable transport links which were expected to be an important factor for investment attraction. According to the park’s Management Board, it attracted six projects with total investment of about VND9 trillion ($391 million) in 2020, including one foreign and five domestically-owned. They focus on research and development, manufacturing, and high-tech pharmacy. While the figure is higher than that of 2019, when the park lured in just four domestically-invested projects registered at VND7.46 trillion ($324 million), it was far lower than 2018, when it attracted 11 projects registered with VND17 trillion ($739 million), a record high over the past 20 years. Northern Hai Duong Province, currently Vietnam’s biggest coronavirus hotspot with 684 cases, was the epicenter of a new Covid-19 wave that has swept 13 cities and provinces since Jan. 28. Over a month later, Hai Duong is still detecting new transmissions every day, though the number of infections has markedly dropped since the province entered a 15-day social distancing period starting Feb. 16. Tran Dac Phu, an advisor to Vietnam Public Health Emergency Operations Center (EOC) and former head of the General Department of Preventive Medicine under the Ministry of Health, on Tuesday said while Hai Duong has done its best to fight Covid-19 outbreaks, several challenges have caused infections to persevere in the province. $23,000 salary sought for foreign experts training HCMC metro engineers
In a proposal submitted to the city, the metro operator, the HCMC Management Authority for Urban Railways (MAUR), said it has agreed with the metro consultancy, NJPT, a consortium led by Japan's Nippon Koei, that the chief expert would be paid 2.5 million yen a month and the rest 2.35 million yen. It said these are the lowest salaries for the jobs as set in the contract. They are comparable with the salaries agreed for the mass rapid transit project in Jakarta, it said. Vietnamese experts involved in training engineers will be paid differently, but the details have not been disclosed. In January a school that was training 58 engineers for the metro announced it had put the course on hold citing non-payment of its fees by MAUR.
