Reforming urban land policies and institutions in developing countries

PANO - The Asian Development Bank (ADB) and the Vietnamese Government on January 17 th signed four loan agreements valued at $176 million to help the Vietnamese Government on capacity building to strengthen public-private partnerships (PPP) and infrastructure investments, enhance competitiveness of towns along Greater Mekong Subregion (GMS) economic corridors, improve food safety, as well as develop national capacity to mitigate HIV risks. With the first loan agreement, ADB provides US$20 million from its Asian Development Fund (ADF) to fund the Public Private Partnership Support Project. The project will use the fund to establish a Project Development Facility (PDF) to help bring efficient PPP projects to the market. The Hanoitimes - Vietnam’s is considered as one of the fastest growing aviation markets in Asia. Vietnam should invest in hub airports in terms of scale and capacity instead of massively building ones, according to the Civil Aviation Authority of Vietnam (CAAV)’s proposal on its draft plan on the development of the national airport system by 2030, with a vision to 2050. Photo: Vietnam Airlines Deputy Minister of Transport Le Anh Tuan said some airports are curently operating beyond the designed capacity, many of their items have not been upgraded, especially, no airport has been qualified in the international large hub category. A survey conducted by Prof. Dr. Nguyen Dinh Duc from Vietnam National University – Hanoi reveals that in 10 years from 2009, the number of Vietnamese articles published in international scientific journals increased fivefold (between 1,764 articles in 2009 to 8,234 in 2018). After the introduction of Resolution No.29 in 2013, which promotes scientific research in different fields, only in 2 years from 2017-2018, leading universities in Vietnam possess around 10,000 research result reports announced internationally. Statistics of Web of Science (WoS) and SCOPUS also display that in 2018, the quantity of annual international announcements related to research result reached nearly 10,000, 70 percent of which belongs to tertiary educational institutes. Vietnam National University – Hanoi and Vietnam National University – Ho Chi Minh City are the two with the most articles.
