Temperatures are expected to fluctuate between 9 and 11 degrees Celsius in mountainous areas, and from 11-14 degrees Celsius in delta localities, including Hà Nội. Hanoians have already started to experience their winter with temperatures of 15-19 degrees Celsius on Monday. The National Centre for Hydro-meteorological Forecasting warned the cold spell would last for 2-3 days. According to the Việt Nam Railway Corporation, Storm Usagi - the ninth to hit the East Sea this year - caused damage to the railway network as it lashed the south-central and south-eastern regions from Ninh Thuận to Bến Tre provinces with heavy rain and strong winds over the weekend.
