The Government has ordered the Ministry of Transport to complete two component projects of the North - South expressway (Highway NH45 - Nghi Son and Nghi Son - Dien Chau sections) by 2023. The Government has issued a Resolution to implement Resolution No. 1213 of the National Assembly Standing Committee on the transformation of the investment form of these two projects. The resolution assigns the Ministry of Transport to approve the adjustment of the two component projects according to regulations. The Ministry is also assigned to review, determine and take responsibility for the accuracy and reasonableness of the adjusted investment capital of the two component projects. A survey conducted by Prof. Dr. Nguyen Dinh Duc from Vietnam National University – Hanoi reveals that in 10 years from 2009, the number of Vietnamese articles published in international scientific journals increased fivefold (between 1,764 articles in 2009 to 8,234 in 2018). After the introduction of Resolution No.29 in 2013, which promotes scientific research in different fields, only in 2 years from 2017-2018, leading universities in Vietnam possess around 10,000 research result reports announced internationally. Statistics of Web of Science (WoS) and SCOPUS also display that in 2018, the quantity of annual international announcements related to research result reached nearly 10,000, 70 percent of which belongs to tertiary educational institutes. More than 11,000 enterprises resumed operations, a decrease of 7.6 percent compared to the same period, sending the total number of newly-established enterprises and enterprises resuming operations in the first two months of this year to 29,200. Thus, on average, around 14,600 enterprises are newly-established and back to operations each month. Besides, the number of enterprises that ceased operations and dissolved also increases. In the first two months, there were 33,600 enterprises suspended operations for a limited period, halted operations to file for dissolution procedures, and complete dissolution procedures, up 18.6 percent over the same period.
