The launching even of USAID LinkSME Today, USAID, the Vietnamese Government Office, and the Ministry of Planning and Investment (MPI) launched the USAID linkages for SMEs project (USAID LinkSME). The five-year, $22.1 million USAID LinkSME project will work with the Government Office and the MPI to strengthen the SME supply chain linkage ecosystem and improve business associations’ and trade groups’ capacity to support SME business development. Linking SMEs with lead firms will advance the Indo-Pacific vision of improved trade and competitiveness and support USAID/Vietnam’s objective of expanding inclusive, market-driven, private-sector-led growth. Beforehand, Head of the Vietnam Customs in HCMC Dinh Ngoc Thang petitioned the municipal People’s Committee to collect port terminal infrastructure fee like the northern port city of Hai Phong. According to Mr. Thang, the city annually spends state budget in building and expanding roads and service facilities and public utilities at the ports. Ongoing investment in infrastructure will increase efficiency and allow ports to receive even bigger vessels for export-import activities while the city’s fund must be used for other construction to benefit dwellers. Accordingly, it is reasonable that exporters and importers should pay for port terminal infrastructure cost to share the city’s financial burden, Mr. Thang said. The ZIM programme has been carried out within the framework of a letter of intent on scientific and technological cooperation signed in December 2012 between the Vietnamese Ministry of Science and Technology (MoST) and the German Federal Ministry for Economic Affairs and Energy. It looks to help transfer advanced technologies and improve the technical capacity of SMEs and scientific-technological organisations in Vietnam. At the workshop Tran Dong, Counsellor for Science and Technology at the Vietnamese Embassy in Germany, said the workshop was one of the three similar events held by the MoST to introduce the ZIM programme. The two previous events took place in Hanoi and Ho Chi Minh City in late May.
