He noted that the Hanoi government will provide an additional 10,000 sand bags and request the competent agencies in the district to strengthen the embankment along the swelling Bui River to prevent water from overflowing. Tran Quang Hoai, general director of the Directorate for Natural Disaster Prevention and Control under the Ministry of Agriculture and Rural Development, confirmed that the district is prepared for the worst, adding that the flood was not due to the discharge of water from the Hoa Binh hydropower plant in the upstream province of the same name.
