Formed in 1993, the forum has the important mission of building confidence among member countries’ parliaments via promoting dialogues among members of parliaments (MP), or National Assemblies’ (NA) deputies, in the Asia-Pacific region, contributing to regional peace, stability and prosperity. After 25 years of development, the forum is held for the second time in Hanoi with the mission of guiding its members towards a common vision for APPF, a shared future for all with contribution and innovation of member parliaments to bring substantial interests for countries and people in the region.
At present, APPF has 27 members, including parliaments of major powers such as the United States, Russia, Japan, and China, serving as an open forum for all parliaments and MPs of countries in the region. The APPF meeting consists of plenary discussion sessions focusing on such issues as politics, security, economic development and trade as well as the future of APPF. APPF is also a channel supporting the Asia-Pacific Economic Cooperation forum (APEC).

The NA of Vietnam joined the APPF in 1995. Before the APPF-26 meeting, it successfully hosted the APPF-13 meeting in January 2005 in Ha Long city, Quang Ninh province. The APPF-26 meeting is taking place in the context that Vietnam’s foreign affairs have seen remarkable results, especially at regional and global multilateral forums, contributing significantly to keeping an environment of peace, taking advantage of favorable international conditions for the development of the country and for firmly safeguarding national independence, sovereignty and territorial integrity while continuously improving the country’s position. The NA of Vietnam has also actively, proactively and responsibly participated in major inter-parliamentary cooperation forums, such as the Inter-Parliamentary Union (IPU), the APPF, the ASEAN Inter-Parliamentary Assembly (AIPA), the Francophone Parliamentary Alliance (APF), and the Asian Parliamentary Assembly (APA).
Hosting the APPF-26 annual meeting, the NA of Vietnam is making efforts to actively implement the foreign policy adopted by the 12th National Party Congress, which is to “realize the foreign policy of independence, self-reliance, diversification and multilateralization of foreign relations and active and proactive international integration, securing an environment of peace and creating a favorable conditions for the cause of national construction and defense, thus enhancing the position and prestige of Vietnam in the international arena.”
The hosting of the APPF-26 annual meeting is the focal point in the foreign affairs of the 14th NA, which contributes to the highlight of the achievements of the foreign relations work of the NA in particular and the country in general. This is also a chance to expand and enhance foreign relations between Vietnam and other important partners. Vietnam’s NA, hosting the APPF for the second time, has proved the recognized role and responsibility of Vietnam as a member of the APPF while spreading the image of an increasingly dynamic and responsible NA of Vietnam. The APPF-26 annual meeting also serves to boost the roles of member parliaments in cooperation with APEC, promoting the results agreed during the APEC 2017 Economic Leaders’ Week held in Vietnam last November.
The APPF-26 annual meeting plays an important role in introducing to all Vietnamese people both at home and overseas and foreigners the NA of Vietnam as the host of the event as well as its foreign affairs. It also helps introduce the country of Vietnam during its integration and development, the dynamic and friendly Vietnamese people, and the Vietnamese culture deeply imbued with national identities to the world.
With encouraging foreign affairs results of the NA of Vietnam achieved at multilateral regional and global forums over the past time, we believe that the ongoing APPF-26 annual meeting in Hanoi will be successful and realize the meeting’s common theme of “Parliamentary Partnership for Peace, Innovation and Sustainable Development.”
