On May 26, the Cong Nghia Cruise boat rammed into the Duc Long, smashing windows and damaging the bow. On June 1, a group of 17 tourists hired the Hai Au 06 cruise ship to travel around Ha Long. They had already bargained a deal with the boat's owner. Four cruise ships operating in Ha Long Bay have been fined for safety violations that endangered tourists. Authorities at the world heritage site said two of the boats were fined for letting tourists sit on the side of the ships and the others for towing smaller boats carrying vendors.
